port-channel static
This command enables static mode on a LAG interface. By default the static mode
for a new LAG is disabled; the LAG is dynamic. However, if the maximum number
of allowable dynamic LAGs are already present in the system, static mode for a
new LAG is enabled. You can only use this command on LAG interfaces. Use the
no form of command to set the static mode on a particular LAG interface to the
default value.

that is, they actively send LACPDUs to other potential LAG members to
