PreemptisenabledonVRRProutersbydefault,whichallowsahigherprioritybackuprouterto
preemptalowerprioritymaster.
TherouterthatownsthevirtualrouterIPaddressalwayspreemptsotherrouters,regardlessof
thissetting.
