The TRCCLAIMCLR clears bits in the claim tag and determines the current value of the claim tag.

On reads, for each bit:
0 Claim tag bit is not set.
1 Claim tag bit is set.
On writes, for each bit:
0 Has no effect.
1 Clears the relevant bit of the claim tag.
