VLAN remarking is configured via configuration file. Supported on all P8ETH, EASv2
and Core user Ethernet ports and all radio ports except MPT-HL/HLC radio ports.
48.1.4 VLAN swap
VLAN swap allows the inner and outer tags to be swapped on double tagged
packets. The inner tag becomes the outer tag and vice versa.
