<agentMask>= 0 is not allowed since it
is useless: it means that the
skipping/not skipping required
operation should not affect any
clients.
Giving the command without
<agentMask> parameter will affect all
LwM2M clients.

<reboot>

enables or disables the reboot
possibility after the command setting.
Values:
0

Reboot is disabled

Reboot as part of issuing the command (Default)
If the command is used to change the current agents skip settings,
in case of <reboot> parameter missing or set to 1, the module is
rebooted.
No reboot will be triggered if the command is not changing the
current behavior.
