This command sends a generic command to the UICC.

AT+CSIM=<length>,<command>
Set command transmits to the MT the <command>, it then shall send as it
is to the SIM. As response to the command, MT sends back the actual
UICC <response> to the TA as it is. The response message of the
command is in the format:
+CSIM: <length>,<response>
Error case:
+CME ERROR: <err>
