If no parameter is issued, the set command returns ERROR.

Read command reports the currently selected <encGSM> and <encGPRS>,
and the last used <usedGSM> and <usedGPRS> in the format:
#ENCALG: <encGSM>,<encGPRS>,<usedGSM>,<usedGPRS>
