"yy/MM/dd,hh:mm:ss±zz" - 'extended' format, if
<val> is in (4..7)
"yy/MM/dd,hh:mm:ss±zz,d" - 'extended' format
with DST support, if <val> is in (8..15)
For the meaning of the <datetime> subfields,
please check +CCLK and #CCLK commands
If the DST information isn't sent by the network, then the
<datetime> parameter will have the format
"yy/MM/dd,hh:mm:ss±zz".
Date and time information can be sent by the network after GSM
registration or after PS attach.
