please check +CCLK and #CCLK commands
If the DST information isn't sent by the network, then the
<datetime> parameter will have the format
"yy/MM/dd,hh:mm:ss±zz".
Date and time information can be sent by the network after GSM
registration or after PS attach.

Read command reports whether
1. automatic date/time updating
2. Full Network Name applying
3. #NITZ URC (as well as its format)
