Purpose
Sets the size of the upstream mini-slot in ticks. Units are the number of 6.25 microsecond ticks.

The upstream slot/channel[.logical channel]. It will assume lc=0 if needed and not supplied.
<number ticks>
Number of 6.25 microsecond ticks. Use 0 or no to disable.
