Purpose
Defines the maximum percent of the downstream and upstream channel bandwidth reserved for emergency voice.

Rules/Limits on Percentage Values:
Maximum range 0-90
allowed-total >=allowed normal
allowed-total >=reserved-emergency
allowed-total >=reserved normal + reserved-emergency
Parameters
<percent>
The percentage allowed for emergency voice use. Valid range is 0 to 90. See table above.

Direction of channel bandwidth.
