Resetting statistics module. When Set to zero and set to one
reset all the statistics and start again. That is reset
rx_agc_max_attn_used, rx_agc_min_attn_used to
rx_agc_curr_attn. Reset rx_agc_max_dvga_attn_used
rx_agc_min_dvga_attn_used to rx_agc_cur_dvga_attn. Clear
all sticky bits. When high it continous updates the statistics
status based on loop operation. For statistics to be working
clk_en_agc_stat to be made high
