fail_mode The fail mode. When the fail mode is “secure,” OpenFlow
on the switch does not set up flows when the OpenFlow
Controller fails.
When the fail mode is “standalone”, OpenFlow on the
switch sets up flows to work as a Layer 2 switch when the
OpenFlow Controller fails.
